QUALITY CONTROL PLAN
 
   
     
 



I. Purpose

A. This document establishes the Quality Control plan of FEI to provide the necessary supervision, inspections and tests of all items of work, including that of suppliers and subcontractors, that will insure the compliance of all work with the applicable quality standards, contract drawings and specifications.

II. Organization

A.
  The administration of the Quality Control Plan is the responsibility of the QCM. He reports to and receives his authority directly from the company president.

 

 

B.  The Contractor's Quality Control Manager will be assigned to the field project. The duties of the Contractor's Quality Control Manager(s) are to produce overall surveillance of the production activities of FEI's major suppliers and subcontractors. He will perform, or have performed, tests and inspections as required to insure that the workmanship and materials are in accordance with the referenced quality standards, contract drawings and specifications.

III. General

A.  The contractor Quality Control Manager will provide surveillance over and perform tests as required of the installation activities of FEI suppliers and subcontractors to insure compliance with the quality standards, contract drawings and specification. Personnel will be provided or designated as required to perform various inspections, sampling and testing. The QCM will coordinate with the Owner / Owner's Representative to achieve the highest quality standards at the most efficient, effective and economical level. The QCM has the authority and responsibility to accept or reject all phases of workmanship and materials or products, which do not meet the requirements of the quality standards, contract drawings and specifications. The QCM is responsible for the quality control functions of all phases of procurement, receiving inspection, fabrication, installation, testing and final acceptance of the project. To achieve this end, the QCM will utilize the quality control inspection procedures included in this plan.

1.  All quality control functions will be planned and coordinated by the QCM with the owner/owner's representative. Inspections will be based upon complexity of design, installation techniques, quality standards, contract drawings and specifications.
2. The QCM will receive and review all submittals from subcontractors and suppliers. A submittal may take the form of shop drawings, a certificate of compliance from a manufacturer, supplier or subcontractor, a sample catalog cut or brochure. Submittal will be submitted as required by the specification and submittal log.
3. During the term of the contract, it may be necessary, due to material shortages, product line discontinuation or other reasons for the contractor, subcontractor or supplier to submit for approval, by the Owner/Owner's Representative, items which are not in compliance with approved final design documents. Should this occur, the following duties would be performed by the QCM.

a. The Contractor will notify the Owner/Owner's Representative of the specific material that will submitted for his approval including the circumstances requiring the material substitution. Each item will be tagged and/or marked for identification and forwarded to the Contracting Officer for review and approval.

The submittal of this nature and those submittals submitted to the Owner/Owner's representative for record will be made on a transmittal form. The Contracting Officer has determined that the Contractor can use the same transmittal form for material substitutions, but should clearly indicate that it is a substitution request.

4. A list will be prepared from the final approved plans and specifications that summarize all the required submittals. This list will be grouped by specifications division on the CQC Log of Submittal. The particular trade representative will be notified of the submittal requirement and due date at the start of the contract.

5. Any submittal that is a change to the contract requirements will be forwarded to the Owner/Owner's representative as required, for approval prior to CQC final action.
6. QCM will utilize the consultants and the test laboratory as necessary to assist him to effectively establish quality control of the work.
7. In the event of a conflict between the Quality Control Plan and approved drawings and specifications, the drawings and specifications will prevail. In the event of a conflict between good practice and the Owner/Owner's representative's requirements or the approved drawings and specifications, the conflict will be brought to the attention of the Owner/Owner's representative for disposition.

B. The QCM will review all engineering drawings, procurement documents and subcontracts to insure that the technical information provided and all work performed if in accordance with the latest revision of the contract drawings and specifications. All changes made during construction will be recorded on these plans and specifications to indicate “as-built drawings” for the Owner/Owner's representative. All obsolete information that is not required for reference will be discarded as soon as revisions are received. Records of all revisions will be maintained by the QCM. The quality control files will be open and available to the Owner/Owner's representative for inspection.

C. All permanent material, equipment and supplies, including owner furnished equipment, delivered to the project site will be subject to a receiving inspection by the QCM. Items, which are found to not be compliant with the quality standards, contract drawings or specifications will be identified with a notice of non-compliance and segregated from accepted materials, equipment and supplies. Items thus identified will not be incorporated into the work until corrective actions acceptable to the QCM and the Owner/Owner's representative have been completed. Items determined unsalvageable by the above will be removed from the jobsite.

D. The QCM will utilize a three point inspection plan for each feature of the work (see footnote at the end of Section D3). This plan consists of the following:

1. Preparatory Inspection
Prior to commencing with a separate feature of work, the following items at a minimum will be checked for compliance.
a. Approval of shop drawings and submittals.
b. Approval of inspection and test reports of materials and equipment to be utilized.
c. Completion of the previous operation.
d. Availability of materials and equipment required.
e. Notification of the client's representative.
f. Any other preparatory steps dependent upon the particular operation.
g. Quality standards.

2. Initial Inspection
Upon initial completion of a representative sample of the given feature of work the following items at a minimum will be checked for compliance.

a. Workmanship to established quality standards.
b. Configuration to contract drawings and specifications.
c. Construction methods, equipment and tools utilized.
d. Material and articles utilized.
e. Adequacy of shop drawings.
f. Adequacy of testing methods.

3. Follow-up Inspection
As the work progresses, follow-up inspections and tests will be performed to assure the continuation of compliance and workmanship standards established during the preparatory and initial inspections. Follow-up inspections and testing will be on a daily routine or pre-determined basis as determined by the complexity of the work. The QCM will prepare a daily report of all quality control activities on the project site. This report will be turned into the Owner/Owner's Representative weekly.

*Each separate feature of the work is defined as the work described by each division of the technical provision section of the contract specifications.

IV.  Measuring and Testing Equipment

A. All measuring and test equipment will be calibrated and maintained to traceable standards. Records of these calibration certifications will be maintained by the QCM and will be made available to the Contracting Officer upon request.

V. Subcontracting Work

A. FEI Enterprises Inc.'s QCM will monitor on site all work performed by the subcontractors.

B. Each subcontractor will designate a superintendent who will be on-site at all times while the respective subcontractor's work is in progress.

C. The subcontractor's superintendent will be responsible for the quality of the work performed by the subcontractor's work force and will have the authority to accept or reject items of work.

D. The subcontractor's superintendent will submit a daily report to FEI Enterprises Inc.'s QCM. The report will be submitted prior to 10:00 a.m. of the day following the reporting period. Reports for days when the subcontractor performs no work are required.

VI. Final Inspection and Testing

A.  Pre-Inspection
Prior to requesting a final inspection of the completed facilities, a pre-final inspection will be conducted by the Owner/Owner's representative and QCM. Any discrepancies noted will be corrected prior to any final inspections.

B. Final Testing
Prior to requesting a final inspection of the completed facilities, the systems will be inspected, tested and accepted by the QCM. The QCM will witness all final tests of the completed systems to assure compliance with the design criteria and the manufacturer's standards. The subcontractor(s) will provide personnel to perform any operations and checkout of the facilities and related systems, if necessary. The Contracting Officer will be notified in advance of any major system tests.

C. Final Inspection
The QCM along with the Owner/Owner's representatives will conduct all final inspections jointly. Any discrepancies noted will be corrected as soon as practically possible.

QUALITY CONTROL MANAGER (QCM) – Duties

A Quality Control Manager (QCM) will be provided at the work site to implement and manage this Contract Quality Control Plan. In addition to implementing and managing the QC program, the QCM will perform the duties of project superintendent.

The QCM is required to attend the Coordination and Mutual understanding meeting, conduct the QC meetings, perform the three phases of control, perform submittal review, perform submittal approval, ensure testing is performed and provide QC certifications and documentation required in this Contract. The QCM is responsible for managing and coordinating the three phases of control and documentation performed by testing personnel and any other inspection and personnel required by this contract.

1. Inspections

A.  Preparatory Inspection. Prior to beginning any work segment, check plans, specifications, submittals, materials, existing conditions and control procedures for approval.

B. Initial Inspection. Check results as soon as initial work segment has been accomplished.

C. Follow-up Inspection. As frequently as required to insure continued compliance.

2. Tests

Perform, monitor, coordinate and supervise tests made by personnel and subcontractors.

3. Materials

Check all materials and equipment arriving at the site for specification compliance.

4. Submittals

Receive, review and take action on all submittals received.

5. Reports

Maintain all necessary reports and files in order to insure that quality control is maintained.

6. Authority and Responsibility

Cooperate with all staff members and inform them of defective work, incompetent or careless workmen or subcontractors. The Superintendent and subcontractors have been instructed not to proceed with any work you have rejected and to cooperate and assist in rectifying deficiencies and establishing remedial procedures.

FEI Enterprises Inc's representative will communicate to the client with respect to inspections and quality control. Certify daily that all materials and equipment delivered to the jobsite complies with the specifications and drawings. Certify daily that all work performed on the construction site, within the contract limits, conforms to the specifications and drawings.
